Portugal 2 Euro 2002 – Stars Shifted into Core (Off-Center Strike?)

Hi everyone,
I came across this Portuguese 2 euro coin from 2002 and noticed that several stars from the outer ring appear to have shifted significantly into the golden inner core.

Year: 2002

Country: Portugal

Denomination: 2 Euro

Condition: Circulated, decent detail

Observed anomaly: Misalignment of outer ring — stars clearly extend into the center


Could this be considered a mint error (off-center strike or core-ring misalignment)? Is this type of shift collectible?
