Can't Move South Russian note [solved]

This message aims at: requesting the modification of a banknote in the catalogue

I'm trying to request this note:

N#204103

be moved to Russia - Civil War. However, this issuer doesn't appear in the drop-down list. Am I missing something or is this a bug?

Former Numista referee for banknotes from Ireland, Northern Ireland, Scotland, Wales and Saint Helena.

It's a section, those can not be selected and the notes in there probably are from an older arrangement and were not moved.

I see. Does that mean South Russia exists as an issuer in its own right somewhere else?

South Russia was in fact a territory with some degree of legal status between 1919 and 1920. I think that this is our best bet for categorizing notes like this and it should be created as an issuer under Russia - Civil war issues.

Yes, only thing that will help is creating all issuers currently contained within Russia - Civil War. I will try to give it some time.
