Dear Sir or Madam, 

in order to correctly catalog a new medal, I request that you enter "Bavarian State Ministry of the Interior" (in german “Bayerisches Staatsministerium des Innern”) as the ruling authority under the heading "Germany, Federal Republic of."

Register your medal without setting issuer and then use it as justification to create issuer.

 

It is easier to justify your change, if there is an item in catalogue that needs it.
