 The same obverse was used on other items 

  [FRANC IOS I D G AVST IMPER] 

which may have had a loop added, or yours fell off, or neither. 

 That had a different reverse though - from title of > 

Medal Vienna Franz Joseph I, 1898 Schützenfest - 29 mm/ 10.8 g
