Does anyone know more about this mint and its marks? (Europe Mint, Antwerp, Bel)

In the early 1980s, there was a mint / issuer called “Europe Mint” active in Belgium. It was located in Antwerp.

This mint produced many of the local Belgian coins ("Gemeentepenningen" or “Jetons de Communes”), but also commemorative medals like this one: N#466205 

In the folder, also shown on the page, they claim that the advertised medals have a mintmark and a hallmark. Two marks are visible on the reverse side of the medal, as can be seen on the catalog page.

So far, I have been unable to find more information than I can see in the folder on the mint or on the marks.

 

Does anyone know more?
