I added these, except Santa Fe as it does not yet exists as an issuer, shall I create it?

 

And for “change date” - to which dates I should change it?

In the case of Santa Fe, I'm missing the Ruling Authority and Currency assignments. This must be because it's the first one to be assigned.

I moved the note to Santa Fe. You are right, there might be some problems with first items.
