I don't understand why this ruling authority exists on Numista: https://en.numista.com/catalogue/ruler.php?id=9104

 

From my understanding it should be deleted because it is encompassed by the issuer itself

Perhaps the function is the time period,  indicates autonomy prior to Roman or others rule.
