Yeah sorry to say, this is just one of a plethora of German tat that has flooded the market since the late 60s early 70s, it is made of cheap metal and is a souvenir of no value or interest. On the other version of this question, a different member stated that similar things are sold for 10-20$, I can assure you they are not sold for that and anyone who pays that is insane.
These things are thrown in with almost every lot of coins sold in Germany because no one buys them, I literally throw them away or collect them in a bag in the vain hope that one day I will sell the bag for 5€ for about 100 of them! They are shiny, ordered locally by clubs, societies, councils, towns, villages, cities, kids groups, adult groups, pet groups and everything in between. They cost more to produce than anyone would ever pay for them and only have an initial interest of the club, town members who originally ordered them, and lets face it, what ever they were produced for was of absolutely no historical interest - hence having no value whatsoever. Like Idolenz said you would have to find a geologist who was interested in the Hamburg coat of arms, I would go further and say you would have to find one who was at the assembly in 1983.
