Minting error 1933 threepence?

Is anyone able to identify if this is a minting error? Or failing that, what is it? 

 

Does this increase the value at all?

As for value increase, no it looks bad - eye appeal, is a major part of placing a value on something. Not to mention the bad repair job on the rim from it being some sort of jewellery. Sell it for silver value that is all you are going to get for this.
