I wouldn't call it a city in today's time and most likely even less more then 100 years ago 😅.

Also why is the obverse description of the liked example in Spanish, who has validated that?

I fully agree with you that it's not actually a city, but as long as it issued its own notgeld, I think it would be nice if it was listed in the catalogue as an issuer. And this is the case for many other small gemeinde.

I added it as a municipality :)
