German AMC serial number 'prefix'

Is it true that when Forbes printed the German Allied Military Currency, that they identified which allied sector the notes were destined for by the first digit of the serial number - “1” for the U.S. zone, “0” for the British, “00” for the French, and “-” for the Russian. I am aware of the Forbes “F” mint-mark, replacement note serials starting with a “-”, and that the Russians eventually printed their own notes adding their own prefix of “1”, but cannot understand why there are so very few French and U.S. zone serial numbers available on the market. The vast majority seem to start with “0” and “-”, the British and Russian zones. Confusing!

 I would really appreciate any advice.
