English silver penny [solved]

I am not familiar enoug with all the minute varieties of silver pennies to be confident in accurately identifying this coin. My guess is some kind of edward I. Diameter 19mm

I'm fairly new to this but have been researching two Edward I sterling pennies I recently acquired. My research leads me to believe this is not Edward I. That portrait isn't him.

Would you have a guess as to who that is?

No clue. The obverse has the portrait of the king, and from around the 12 o'clock position going clockwise should be the king's name, then a bunch of abbreviations in latin for titles etc. Yours seems to have the lettering IACO on the obverse  that I can make out maybe? That could be for the name Jacob? Still doesn't really tie in to a king that would be producing this kind of sterling penny that I know of. Decipher the rim text on both sides and you should have a king and mint. Keep researching and comparing.

I no longer believe this to be English, but rather I am certain that it is from the county of flanders N#448350 all i need is a second opinion. Do you or anyone else agree?

Looks almost spot on to me. Nice acquisition.
