So I guess they only did sets in those years . I have come across individual coins form those years that I guess someone took from a set . How does one enter those here?

Not only that but the 1985 is a proof that is obviously been circulated , who does this madness??!

I would enter the 1985 on the normal circulation year line. If you're sure the 1991 is a Proof then enter it on the Proof year line with a comment.
