Look at the mintage. They were not released into general circulation in any year. They were only released in sets.
It is but the case is that this version (with 2nd map) was issued only in mint sets. Probably the previous version (1st map) was minted in the huge quantity that is still sufficient for the cash market and no needs to produce new coins. If you find this coin in circulation, it comes from the set.
As long as the 2nd map will not be minted for circulation, the type will be “non circulation coin”. I know that it's strange, but this is how it works.
Similar with some pieces from San Marino and new modified 1€ from France if I correctly remember.
I broke a set and spent it. Since then it's a circulating type.

But this type should be removed, the special editions should be organized in the year lines.
Over 2000 million of the first one were made for 5 year issues and not much more then 5 million from the new one in 17 year issues.

Yes, and a lot of people could do this way. If you collect for example only 2 euros coins, sometimes buying the wole set is necessary to get the one needed coin. For 7 others, you can re-sell (for a little premium, but this needs some work from you) or simply spend in the shop…
Anyway, the fact that some pieces of these coins are in circulations not means that they were intended/produced for circulations. As far, only “special editions” issued but maybe one day, Germany will produce some 1 euro coins with circulation finish, not only BU/Proof.
