Chinese Charm

Got this from a friend.  Pretty sure it's a Chinese Charm token of some sort.  It's just a thin brass (maybe) plating.  Looks like it fell off of the rest of the token, if that makes sense.
Mostly curious as to what it says.  I tried one of those image translators and the only one that hit was the bottom one with “civic”.

Any help would be greatly appreciated.

Huh.  Was not expecting that.  So maybe more of a commemorative token then, vs a charm?  Or if it was intact, the other side would have had some saying or image or something?
Again, not really expecting anyone to know the answers, just asking the question aloud :D
