Fantasy or local banknote? Lithuania 1991

This set of banknotes is marked as Fantasy. The comment though mentions that it was issued for local circulation for a certain period by the Bank of Lithuania. That would make it a local banknote.

Anyone has anymore information why it should be regarded as fantasy? Otherwise I'll ask for them to be changed to local banknotes.

Those were not legal tenders and they were not issued by central bank nor approved by government. Signed only by regional branch of central bank and valid only in local sport event. Most likely bank's branch sponsored sport event.

 

If they are not fantasy notes, I got legit dollar note with Rowan Atkinson head.

 

Legal currency at that time was still Soviet ruble.

This 7 note 1991 set is called an Olympics set… Soonest summer Olympics was 1992 held in Barcelona, Spain.

regional Olympic organizations can run other events. Not only Olympics.

So they were issued by an official body and were accepted during a short period in a local event, that makes them more than just fantasy. That makes them similar to “event tokens”. We do not have a parallel type in banknotes, so closest is either “local banknote” (that also has a lot of local notes for temporary use) or the much narower (too narrow?) type of “trade voucher”.

I find them similiar to the current local banknotes being issued by local governments or local trade organisations (eg. Belgium, France, …):

I would agree that they are not fantasy items, as they functioned as financial instruments. 

They could be local banknotes, or vouchers which would put them into Exonumia.
