In my country (Hungary, does not use euro) you can usually sell common circulated commemorative euros for face value+5-10%, for uncirculated that would be at least face value+25%. I would say it might be better to sell or swap them, specially if you are from a country that doesn't use euro, but that requires some work. Also depends on the country, because I suppose in countries using euro they will have smaller premium.

Thank you, though I'm sure a coin shop in Hungary would want only FV or less. I'd be more than happy to swap them for regular circulating euros if it means helping someone's collection
