What makes you think it's not Hyderabad?

Vic

the afzal ud daulah paisa Silver Half Rupee of Afzal-ud-Daula of ... only has a bow over the shah symbol none that I know have it over the persian (b) symbol like the one in the photo I have shown

In Jan Lingens book , coins of the Sindhias there are diagrams of 9 variations of the bow but non like yours where an arrow does not protrude from the bow, there is always the very strong possibility your coin is a Kachcha paisa, a local  state copy

Vic

This is another possibility of what the reverse looks like the arrow mark may also be worn away can you please show the references to the sindhia bow paisas you had described this may be similar to this post on zeno by asm but the (shah) or possible (b) portion is off flan  https://www.zeno.ru/showphoto.php?photo=143766
