I was looking through my collection until I saw the words REPUBLIKA NG PILIPINAS higher than the others. Is this off centered?

Is this bit you are referring to? It looks okay to me. Mine is the 2020 print.

Yes that's the part. I have another 50 Piso bill of the same year and type. Here is the comparison

A lot of recent Piso notes are off centered. Their quality control standards are very lax it would seem. What you have is not that uncommon.
