Vatican & Italy Hallmarks

I have three Vatican silver medals, from the second Vatican Council of 1962-65. They all have hallmarks on their reverses, referencing their makers (known) and silver content (known). The third mark appears to be a series of overlapping letters, perhaps T, N & L. This is the mystery mark that I'm trying to decipher. The obverse is common to all three and the medals range in diameter from ~20 to 27 mm and from ~5 to 10 g in weight. Again, I have everything else pinned down, just trying to puzzle out the third mark (i.e., perhaps a Vatican or Italy registration mark?).
