Of course did the Reichsbank exist until the end of WW2 why shouldn't it. But as far as I am aware it was not directly involved in the Ukraine but indirectly. From the note I would say it's more WW1 if it has anything to do at all with the Reichsbank and is not just some random stamp some rando put on a note.

I indeed meant end of WW1: around 1918 … Russian revolution and such … Just wondering is there is any possibilty of it being genuine, as for being random … it looks like a very random combination to have in one and the same font.

First of all, how did you get this banknote? This would immediately shed light on a lot of things.
The stamp looks strange. Almost all of Ukraine was indeed occupied by the Germans during WWI. But considering the series and signatures this banknote was issued during the RSFSR.
I looked in several catalogs, but nowhere did I find any mention of such stamp.
