Is this a 5 Kopecks from the Suzun Mint? (KM)

Mine is a 1781, apparently its very rare

Could I get a evaluation of the condition and the price you would put it at?

According to the picture it seems to be EM.

Agreed. The picture on the edge gives the answer. It's just that my English is bad and Google doesn't help with specific expressions.
