Reclassification of Numismatic piece for the case of Litauras (Lithuania)

Since these are issued by a local bank branch and have a fixed face value backed by a government institution, should they then be considered commemorative banknotes and not just classify them as within the exonumia pieces?  Something similar to the function fulfilled with the Notgelds Verkehrsausgaben issued in Germany and Austria with validity limited by time and place.

This issue has not been resolved (maybe because it is hidden in the Spanish forum, can a referee move it to the English forum?).

 

I agree that these are not fantasy notes (as currently listed), but that the description indicates these are to be considered as "Local banknotes". Who can add more information, otherwise I'll ask for a move of these items.

If they are truly like German Serienscheine (as opposed to circulating notgeld) then they are fantasy issues as most Serienscheine were pure money grab products with 0 true monetary value (they were usually backed by nothing, sold above their face value and often after their supposed devaluation date). A reason why you find them nearly 100% of the time without circulation damage (only signs of bad storage and the tooth of time).

My apologies did not refer to that classification of collectible Notgels (Serienscheine) but to the Notgels coin in regular circulation (Verkehrsausgaben).
