Can you provide a picture of the proof set containing your coin? While Krause and NGC list proofs after 1970, I use “de nederlandse munten van 1795 tot heden” by Johan Mevius for Dutch coins (an older copy). This book does include FDC sets for 1972-1980 (a 1972 example can be seen here: https://www.knm.nl/jaarset-nederland-1972-fdc), but it does not list proof sets except for 1948 to 1970 (Juliana) and for 1982 and after (Beatrix). Either NGC correctly includes them or Mevius correctly excludes them, so I'll see if I can confirm which is correct, and if necessary, update the date listings.

The one on the left does not appear to be proof quality to me. I have examples similar to this from uncirculated sets issued during these years. While proof issues may have been struck during this time, I cannot find any reference indicating exactly which denominations, years, or quantities.
For the benefit of others reading this post, I have copied my earlier PM response to you.
I obtained a copy of NVMH Muntalmanak 2024 and reviewed the section on proof issues. I don't speak Dutch, but translated the page referencing proof issues below with Google. Also, the book shows no information for 1 cent through 25 cent for the years 1971 and 1980 under Juliana…it doesn't say they were not issued, but simply has no information on values. That, along with the translation below, leads me to believe there were none minted, although the translation states until 1971 the number of proofs minted were fewer than 60, and then drastically reduced until 1980. It could be they were drastically reduced to zero, or a few coins, but I cannot find any indication proofs were minted between 1971 and 1982 when the Beatrix proof sets were issued except for the NGC website and the Krause Standard Catalog of World Coins, which does have errors. For now, I am choosing not to include proof issues after 1970 for Juliana.
I also call your attention to the last paragraph in the translation below (beginning with Caution!), where it states that it is difficult to tell the difference between coins from uncirculated sets between 1971-1980 and a proof quality coin.

Voor representatieve doeleinden werden in de periode 1948 tot en mei 1980 zeer kleine hoeveelheden proofmunten geslagen. Deze munten werden met gepolijste stempels geslagen op eveneens gepolijste muntplaatjes. Tot 1971 is de oplage veelal niet groter geweest dan circa 60 stuks. Daarna heeft men dit aantal tot en met 1980 dtrastisch verlaagd. Een 'speciale' verpakking was er niet, meestal werden neutrale plastic strips gebruikt. De prijsnotering is bedoeld voor proofmunten in FDC kwaliteit. Gepoetste, schon-gemaakte of gecirculeerde munten zijn aanmerkelijk minder waard.
Let op! Het verschil tussen munten met gepolijste stempels geslagen (proof) en munten afkomstig uit FDC-sets, periode 1971-1980, is zeer moelijk te zien. Dergelijke munten worden geregeld ten onrechte gekwalificeerd en aangeboden als zijnd proofmunten.
Proof coins
For representative purposes, very small quantities of proof coins were minted in the period 1948 to May 1980. These coins were struck with polished stamps on similarly polished coin plates. Until 1971, the circulation often did not exceed approximately 60 pieces. This number was then drastically reduced until 1980. There was no 'special' packaging, neutral plastic strips were usually used. The price quotation is intended for proof coins in FDC quality. Polished, cleaned or circulated coins are worth significantly less.
Caution! The difference between coins struck with polished stamps (proof) and coins from FDC sets, period 1971-1980, is very difficult to see. Such coins are regularly wrongly qualified and offered as proof coins.
