Odd thing about this dollar. Any ideas?

One of my bicentennial dollars (variant 1) seems to have a circle about an eighth of an inch in. It doesn't look possible for someone to just do on a whim. Is it some sort of minting mistake! Has anyone seen this before?. I'm new at this so perhaps I'm not using the right words. Appreciate any input!
