Dumb question: Since seems all modern coins I guess are made in the same way (first the border then the die),  talking about inscriptions, is the border orientation always random in all coins of all types of all countries?

For any high output coin, yes the chance is about 50/50, this will also result in different starting points for the text. 

Unless they use dies that make the edge at the same time like for example Swiss 5 Franken.
Slowly produced coins like very large or high “quality” finish coins where they put the planchets in by hand usually are oriented the same way.
