The Montenegro 2002 -2006 Commemorative restrikes and Jubilee coins of 2006 and 2016 are not fantasy coins. They are official collector coinage issued by the Bank of Montenegro and as unlike other Euro using states they do not issue Euro coins they issue their commemoraive and what they call “jubilee” coins in Perpera their old currency.
We should not club them together with the fake fantasy issues of myriad countries minted to make money for the private mints or private individuals . Also unlike the official 2004 Cocos set which reads Bukan Wang Tunai ( no legal tender value) this does not have any dusch disclaimer. Its like the gold azadi coins of Iran which are still available in the bullion market and unlike the sovenir coins of India Government mint which do not specify any denomination
Hence I feel these should be categorised in coins in a separate a category- official collector coinage - perhaps with a token value.
These are also not marketed and its a long process to get these coins from the Central Bank at Podgorica.
( Even Cocos 2004 being an official issue does not deserve to be clubbed with Republic of Somalia - Burkina faso and other such private fantasies and should be put in coins under token in my opinion)
Basically official coins from the central bank should not be classified as exonomia. Otherwise all the recent Guernsey and Jersey coins of the last 4 years issued by a private mint are not legal tender though authorised by the treasury (IoM is different case)
