really a Non-Circulating coin? 

Those mintage numbers definitely look like either Standard Circ or Commem Circ

Compared to the standard circulating coins of the same time period such as this one N#1642 with mintages in the hundreds of millions those mintages are relatively puny.

The 1, 5 and 10 satang coins from that set as well as the Rama 9 set after and the current Rama 10 set were only made for financial institutions to settle accounts down to the 1 satang value. They are not issued to the general public. If you have 125.11 baht in your account and close it, you will lose 11 satang to the bank. I have a few connections in banks and I still have had no luck getting any of these. They are usually available in mint sets if you can find them with the small denominations included.

I tend to think of non-circulating as being premium coins sold to collectors or limited strikes for events/functionaries - hence the puzzlement about high mintage numbers and number of years.  

Didn't realize that there were also functional NC's.   Great to know.

I came across this one in a ‘500 different foreign coins’ grab bag purchased off of the internet and it was driving me crazy that I couldn't find it in Numista (I default my searches to SC/CC most of the time)

Not always consistent here, N#4514 and N#138806 are listed as circulating, despite also being produced solely for banks. Perhaps it is because the denomination previously circulated as standard in other sets.

N#4514 and N#138806 are actually circulated, just generally not used because of inflation in the Philippines rendering them pointless to use. 1 Sentimos alongside 5, 10, & 25 Sentimos can still be found and be converted into higher denominations (Piso) in banks nowadays. You usually got them as change on supermarkets, department stores, etc. due to said markets prices usually ending with .75 or something along those lines. I actually used to have them alongside 5, 10, and 25 Sentimos when I was a kid but lost them in my parents' house. TBH they're just probably misplaced somewhere in the house.
