Already listed under Iberia, but as I understood it, double places are only not created for cities (which I don't understand at all).

As far as I understood its because there will be a restructuring of the catalogue. As far as I know they are not sure how it should look at the moment. So the creation of same issuers will be stopped till the restructuring is completed.

Even tho Savoy is listed under France and Italy for example.

Or Carteia under Rome and Iberia…

Yeah, to be honest I dont think its ideal, too. Because at the moment my goal is to complete the catalogue of Roman provinces and there doubled issuers are normal as they switch from administrative district to another. Because of the restructuring only one version of this issuer is created. 

I also hope that it will be resolved quickly. So that the catalogues are complete. :D

I moved the issuer in Tarraconensis as there were only 3 roman coins in it
