Pattern or error coin?

I have a coin that I think is supposed to have a hole in but it doesn't. So I'm pretty sure that this coin is the pattern British west African 1 tenth of a penny from 1906. I don't know for sure because the condition is so bad. I tried to identify it the best I could using the visible details. So i can tell there's supposed to be hole because there is an indent where i the hole would be. I think that it's a pattern coin because I have seen this on some other pattern coins. It also could be an error strike so please let me know if you anything about this coin.  Thanks, msem.
