The printing is little below from where it should be.

IMO, this is just a cutting issue. It is also called off center. Some (especially dealers) will sell them as error notes.

In that condition, I would say no, except at face value. But then, this is only my opinion. Who knows, someone might like it and may be willing to pay a premium for it. Personally, I won't.

Even if the note was in UNC, I would not buy it. It is poorly centred & not worth the premium of a true error (IMO). Many notes are printed this way & they're considered with in tolerance of QC. It is unfortunate that there are many poorly centred notes posted on social media/eBay & self-proclaimed “experts” labelling them as “excellent error note,” etc. In fact, they're considered uncollectible by many collectors (a good collectible note is UNC & perfectly centred). Social media has been great at giving the hobby exposure but it has been awful for spreading misinformation.
“Errors” must be dramatic (or very obvious) to be of any value. Nobody should be scratching their heads or wondering “yes” or “no” in terms of it being an error. One decent yardstick is to see the border of the adjacent note showing for it to be considered printed “out of register.”
I agree, it's not an error. As long as the cut just results in uneven margins, it's just a low grade note (i.e. if it was uncirculated it couldn't grade above a 63).
So, it's a normal note. I had some expectations about this.🙃
