I think they are the same as well.  The date ranges overlap and the last ND line has a longer date range on the one page than it does on the other.

 

I am for removing one of the pages, we did something similar with coins that were listed in their home country and then were also listed in Australia as colonial issues.

 

Any insight on which nation should keep the listing?

They are the same. 

 

I was not aware there was a “French Settlements of Oceania” (Numista's P-1 through P-22) issuer until this post. 

I was aware of “French Polynesia” (Numista's P-21 through P-28).

 

In SCWPM this note appears under "Tahiti" (Papeete) Banque de l'Indochine and includes Numista's French Settlements of Oceania P-1 through P-22. Because of this, I think the owners of the French Polynesia version should be moved to French Settlements version.
