Does it have ISBN - No as not required for Australian Books but a copy of the three volumes has been supplied to and registered with the National Library and the Qld State Library who normally in their own sweet time add the books into the ISBN system.
Re numbering system? (Like Krause has KM) I used MCSouth for now.
The three volumes are all part of an overarching New Zealand wide Milk Token catalog with a unique code for each token.
All tokens are coded and numbered depending on issuing authority and location. Would not fit into one book so had to break into three.
Suggest use NZMilk and this will allow the addition of the unique token code after that.
eg
Milk Tokens from Waikato (north Island) are listed as WA1 to 9 with vendor numbered Waikato tokens listed as WA-1 etc. WA is unique to Waikato, For South East Waikato I used WS. WG is Wanganui, TR is Tauranga etc.
I did have trouble where tokens would be used for a while, say on the south Island, and then were sold for reuse by another vendor on the north island but I sorted that out eventually.
Note that there is a comprehensive catalog for NZ Bread tokens as well which is yet to added to the catalog list.
Suggest NZBread when that one is added.

For a long time NZ was not across its tokens and club checks but with the publication of the Milk, Bread and the expansion of the John Bertrand Catalog they are closer.
