What is the difference here?

The first is using the wrong images, as it's a 1971 and later decimal coin.

It's correct that the decimal page has an incorrect dated image but in fact there is no difference in design between the two pages. The difference is in the currency since the pre-decimal 3 pence is equal to ¼ shilling or 3/240 pound and the decimal 3 pence is equal to 3/100 pound.
