I believe this is one produced by the Scovill Manufacturing Co and is not on Numista. Diameter and weights would help.

Diameter is about 25.6mm. Weight is 5.5 grams.

Unforntunately Scovill  did not put any mint marks on their items. I believe it to be Scovill but only 6 presidential tokens are attributed to them currently. Either way your example is not on Numista and would be a great addition to the Exonumia section. I encourage you you to add it.
