rareity number

if there is only 2 1861 paquet reverse double eagle dont you think it should have a rareity number of 100 or is there something more rare then that with a 100 rareity?

The Numista Rarity Index is calculated on the type not the variety/year.  That's why the US 1943 copper penny N#908 (only 20 known) one of which sold for $372,000 in 2021 has an NRI of 3.

There are also countless people who own a 1 ton gold coin and many other unique items.
Outside of blocking the adding of such pieces (which is not possible and or wanted at the moment) we have no way to stop trolls and other funny people to add them to their “collections”.

For this coin 4 members have one of the two coins and 3 members have the other one.

These pieces are desirable. Wonder why  someone would add this to their  collection without owning it.
