More likely a token.
Is the other side the same?
What is the diameter?
I cropped and rotated the picture but the Exonumia search did not find anything.

Yes it is a Japanese slot parlor token.
The first line in katakana , パーラー , is the English word ‘parlor’.
ぷらは seems to say ‘Prague’.
