Fake Germany Prussia 1 reichsthaler 1814 A

Please confirm my supposition about a fake german thaler. Maybe this coin have circulated.

Silver layer on copper base I presume. 

Weight 19,7 grams instead of 22,3 grams

I expect it is a contemporary counterfeit. not sure how Numista is treating those.

 I checked with acid and it is silver.

 I think it is an ancient technique to mount a silver layer at a copper base or something like.
