Cancelled or Waffle Coin [solved]

The following pictures are of a 50 Reichspfenning. Diameter doesn't match and obviously the weight will not.

3.4 g

20.75-22.30 mm

Can not get a good photo of the obverse

It has reeding all the way around

 

I can not quite make out the year, but the mint mark is there. A - Berlin

My question is, was the damage done by the mint?  If so, was it possibly due to the diameter being incorrect?

Reminds of this officially “cancelled” coin direct from the Royal Mint in the Netherlands

I reached out on here because I couldn't find anything. With your help now and using the word Cancelled it brought up others on Ebay that were destroyed in the same manner. Also called Waffle.

In Belgium we even had an official cancelled set of franks  included in the 2002 set, at the introduction of the Euro.
