It seems like the currency of Ukraine 1917-1921.
During this tine the currency wad as following:
100 shahiv = 1 hryvnia • 2 hryvni = 1 karbovanets
This means that all karbovanets banknotes should be valued as such, but it seems like their value has not been put in to the system.
It should say: “10 Karbovantsiv (10)”, “25 Karbovantsiv (25)”, “50 Karbovantsiv (50)”, “100 Karbovantsiv (100)”, “250 Karbovantsiv (250)” and “1000 Karbovantsiv (1000)” respectively.
