According to Guidelines for the Numista catalogue
Standard circulation coin: Non-commemorative coin that was issued as legal tender or can be used in regular commercial activities.
Theoretically the issue of the year 2004 can be used in circulation (but they had never been used), therefore it is legit to change the type to Standard circulation coin.
But much more interesting question is why the Fantasy issue of 2013 made by unknown [Chinese] mint without any authorisation is in the coin catalogue, not Exonumia.
