The Koinon or League of Bithynia was an association of neighbouring city-states in Asia Minor, with the metropolis at Nicomedia and the governor's seat possibly located in Nicaea. The koinon first issued bronze coins under the emperor Vespasian and silver cistophori during the reign of Hadrian. The exact location of the mint is unknown, possibly in Nicomedia, Nicaea, Chalcedon, Heracleia, Apameia, or Amastris. During the Flavian period, the coins typically bore the name of the proconsul of the province and often the inscription “ΒΙΘΥΝΙΑ” (Bithynia). During Hadrian, the word “KOINON” also appears on the coins. The bronze coins were typically minted in four denominations: the Æ33-34 sestertius of circa 24.9 g, the Æ26-27 dupondius of circa 12.2 g, the Æ25 as of circa 9.4 g, and the Æ20-22 semis of circa 6.1 g
