Help identify this Chinese(?) coin [solved]

I'm having the greatest difficulty identifying this possibly Chinese coin or token. It has a circular hole in the middle, smooth sides, and the same design on both sides. I believe the characters on it are 不, 惡, 議, and 可, but I could be wrong as I'm not a native Chinese speaker. I'll be double checking the dimensions as I don't have them off the top of my head and I don't want to say the wrong thing, but here's the photos.

Thanks for the help, I figured it was a religious token of some sort, or something along those lines, because none of the old coins from China, Japan or Korea looked like that.
