It is a NGO, non territorial. Nothing like a micronation.
You can use issuing entity field for that please
We already have NGO as country like Middle Earth, Atlantis, Esperantujo, Lunar republic, New France ect.
So why the others yes and this one no?
This coin items to be struck by a fictional place, you may not collect it but some collectors do and would not unders why it is behind USA instead f the correct fictional country.
I read quite quickly but apparently they do not state being fantasy country or micronation, but a non territorial NGO.
Imo only geographical places (even fantasy ones) should be referenced as issuers; institutions like this one are supposed to go under Issuing entity

Can you link me existing issuers having those same characteristics?

Those seem to be “Art pieces”, not micronation
This has no territory (nor real nor fantasy nor claimed etc) > should be an issuing entity

In fantasy coin collecting you are aquiring an item from a micronation whatever they are not an issuing entities of no nation …
And what about this one?
These should probably have no “location”, only issuing entity attached.

Exonumia collection ares not what you are used to deal in coins or banknotes.
It would be an error to try to enforce a coins logic into Exonumia as peaple are used to collect Micronation not depending on if they have territories or not but based on their flag and quote of arm.
Using this method we should have no Fantasy place like middle earth.

Not at all: Middle Earth is a place with "territory", even fictional.
A NGO or any worldwide association should not have an issuer. We should sort them under their main location probably? Like for numista: N#108211
Numisma.ru should be Russia probably. Universal League (Esperantists) should be Netherlands

Please can we stay logical and give to all Micronations the same status instead of tryin to draw a line between good Micronation and not good one or acceptable fictional place and not acceptabl.
Can an admin who collect these kind of coins draw the line, coins and Exonumia don’t follow the same logical. You can’t really pay with a Middle Earth coin.
Applying this logical, all Hutt river coins should be under Australia.

@Indomini, we agree to create such issuers as soon as their name look like a country. But the volume of requests being important, would you agree to follow a specific process with Excel sheet?

Just for a bit of information, the information you provided regarding Atlantis are for Atlantis II not Atlantis as of your source.
The coins of Atlantis we currently have are more related to Esperanto than others thing but still who mint them and why is still not clear:
