I don't really know under which head issuer it would go. Doesn't really seem Greek.

I know. GCV puts them under Lydia, but as “Barbarous imitations, struck by the Cimmerians”. And since the Lydians didn't struck them, I don't see why they should be put under Lydia.

If Cimmerians conquered Lydia and struck coins there, then it should be under Lydia but with specific ruling authority. I know nothing about this history

Yes, they conquered Lydia after many tries. But I don't know at which point they minted these coins. Also, the question is if it becomes a different issuer because of that or not. I don't know what the guidelines say about that. I guess it makes a difference if something is truly captured or if it's just occupied.

But I can also just read some Wikipedia pages.

Well, I don't really know how to research that tbh. How I understood it, the one way it should be listed under Lydia as a ruling authority is if they conquered Lydia and then minted coins. Lydia was conquered by them, but there were like over 4 wars between them. And I don't think one can really tell in which exact time these coins were minted.

But would they make such bad imitation after they conquered them? I guess if they killed everyone who knew how to do it properly. So I also really don't know.

Ok, after quick reading I created Cimmerians as issuer.

We can iterate if needed after a specialist pops in this convo :-)
