Please share some info about this 3 over 2 may be. Is this a common error and how to evaluate it. The coin is not in good shape at all.

It's not very likely it's an overdate, hence I suppose a PMD.

What type of PMD would cause that appearance? It looks like the background is raised to the level of the digit.
