I saw this so-called-"rare" Dutch banknote online and was wondering what it is? How about value?

Those fantasy banknotes have an unknown origin; for some those banknotes come from the Hendrick de Keyzer school of drawing in Amsterdam, which issued them as a way to advertise the Art Nouveau in the first decades of the 20th century.
