French-Belgian commercial token?

.9 inch, less than 2 cm

I believe it's a commercial token. The words on the rim are [unreadable] FRANCE BELGIQUE [unreadable] ?RAISSAGE COSTAN ET NATURELE. Under the 6370 there's a J. C.  CAIL? The other side is blank

 On top right, before FRANCE, it may be IDEN or IDER lettering.

 On lower right, after FRANCE, it may be FE?IQUE lettering so not BELGIQUE probably. 

Also on lower left before AISSAGE lettering could be two letters, 

either R or P with another letter before it. 

 In the middle it may not be AI and could be AH AM AN AW and so on.
