This issuer was identified in stratocaster's list of missing minor issuers in medieval Low Countries.  

I believe it is this place, currently in Gelderland Province, Netherlands:  Bahr, Netherlands - Wikipedia

… though the preferred spelling in numismatics seems to be Baar:  https://www.acsearch.info/search.html?id=689223

 

So it would go in the catalog into Netherlands > Netherlands, Fedual - Baar, Barony of .
