Downvote it is. As far as I understand it, these notes circulated as normal money with the ghetto, making them eligible for the banknote section.

I see it in the same way as Leprosarium coinage; first listed as tokens in coins section, then ultimately moved to exonumia as a limited use tokens.
These notes had limited use so they are exonumia.

If they were limited by area but not in any other way, then they should be listed as coins. After all, all coins are limited to a given area. Exonumia should be reserved for pieces that were restricted in other ways, such as to specific kinds of purchases or payments.

Were they a full currency, exchangeable for all goods and services within the Ghetto?

My understanding is that the first point was not the case but the second was. A good reference for this would be really helpful.
This is the issue, it edges them towards being confinement vouchers, especially if their usage was restricted to only Jewish people inside the ghetto, which was a confined area without freedom of movement.
Yes, they were confinement issues in as much as the people in the ghetto couldn't leave but if (and this is yet to be proven) the whole community used these notes as their only currency, I'd say that puts them on a par with other issues within small regions. Over 100,000 people were in the ghetto, so that's bigger than some countries.
Down vote. They where used as money. Yes by a select group in a select area…like all money. If the wehrmacht notes are in the banknote section certainly the getto notes should be as well.
I think an equivalent to these would be Notgeld, which is under banknotes.

I believe it should stay in - but under a subsection of Ghetto Banknotes compared to General Government banknotes.
Jews in the Ghetto were forced to exchange their old zloty's in for these notes, much like many Poles outside the ghetto in the area of the General Government were forced to exchange old zloty to “new zloty” (these banknotes were printed in Krakow but did not have the same value, and had to be exchanged).
In either case - the banknotes were forced upon by the occupiers.

What was the point in holding a vote?
As notlegs are in the main catalog it can be nice to discuss this point between admins, why a notleg for a city (or an Officers' Mess) is in coin or banknote catalog and why ghetto notes are in Exonumia, I have no idea about what it should be but we should seek consistency.
Just as an example, this one is in banknote and this one is in Exonumia.
So if you are the Officers' Mess you are in banknote but if you are the prisoner you go to Exonumia :-)
So in others words if you are one side or the other of the fence you go Exonumia or banknotes.
I don't know who define the logical behind that but I tend to like it ;-)
We discuss a lot between admins about solving this Exonumia VS coin/banknote issue. This takes time, but be assured we know and share frustrations about blurry limits.
One idea would be to not categorize items based on this typology, get simply rid of this tripartition ;-)

Numista is a bit like Parliamentary Monarchy, the decision of the Admins is final. This is the case on most forums, I think.
